Introduction of Korean Basic Pension and Equity of Intergenerational Transfer

Abstract
The Basic Pensions Act, which provides non-contributory pensions to aged Koreans, was established in 2014 and has been implemented since then after considerable political challenges. The controversy over the introduction of the Basic Pensions Act has been dealt with restrictively at a level of fulfillment of the presidential election pledge of the Park GeunHye Government. However, it was in 1997 when the National Pension Improvement Planning Committee was founded that the basic pension began to be earnestly discussed as one of the pension reform plans in the age-old income security system in Korea. Especially, it is difficult to evaluate the basic pension of the Park GeunHye Government to the exclusion of the introductory history of the Basic Old-Age Pension which is fairly said to be the forerunner of the basic pension. Therefore, this study dealt with the basic pension in Korea including not only the discussions on the basic pension which began to form from the Park GeunHye Government but also the background of the discussion on the basic pension from the historical context of the Korean pension. Furthermore, this study considered the logical framework, which consistently penetrates and connects the process of the basic pension discussion & introduction in the Korean pension history, to be the very equity of intergenerational transfer, on the basis of which this study evaluated the pre-history of the basic pension introduction and the introduced basic pension.
